You are a member of a city planning task force in a rapidly growing metropolitan area with a significant tourist population. The city has recently experienced an increase in incidents affecting personal security such as street harassment, petty theft, and bag snatching. As such there are concerns about safety in public spaces such as parks, transit stations and areas with nightlife. The municipal leadership is committed to making the urban environment safer and more resilient for all residents and visitors.

To address this, the city is launching the “Safe City Challenge”, a competition to propose innovative, practical solutions that improve personal security and promote a sense of safety in public urban spaces. You have been invited to participate in the competition to submit a proposal.

For the purpose of this assignment, please choose one of the following cities as the focus of your report: Hanoi, Kuala Lumpur or Jakarta.

(a) Appraise the current state of personal security in your chosen urban area by providing an overview of the personal security situation and briefly discussing FIVE (5) important issues around personal security.

(b) Identify FIVE (5) key vulnerabilities and risk factors that affect personal security in high-risk areas of your chosen location. Formulate a set of FIVE (5) innovative interventions (technological, social, environmental, or policy-based) to enhance personal security and resilience in the chosen area. For each of your proposed interventions, describe how it will contribute to personal security.

(c) Examine the potential effectiveness and feasibility of your proposed interventions. Analyse how your plan would ensure inclusivity and accommodate vulnerable elements of the community.

Security Scenario in Kuala Lumpur

Kuala Lumpur is known as an important tourism destination whereby people from across Asia visit this tourism destination. Along with tourism, the rising urban density has resulted in significant increase in the security related concerns especially in areas such as nightlife, public transit areas and crowded tourist zones. The five  important issues are pickpocketing in the crowded areas, street harassment, bag snatching, low police availability, and inadequate lighting.

Key vulnerabilities and innovative interventions
The key vulnerabilities include overcrowded areas, street lights not working, limited availability of police, low level of safety measures etc. The interventions that can be applied in this respect are AI enabled CCTV networks installation, enhancing street lighting, developing police kiosks in hotspot areas, and improving urban design to prevent snatching.

Effectiveness feasibility and inclusivity
In terms of effectiveness is concerned, all the measures suggested above would be highly effective from the point of view of achieving security and safety of people at large. The installation of smart lighting and cameras would allow for immediate tracking of thieves. The mobile police kiosks would restrict the people from doing anything wrong. In terms of feasibility, the above suggested measures are feasible to consider as they do not require major investment. Finally in terms of inclusivity, it is important to create public awareness campaigns and include vulnerable groups of every type to ensure complete protection.
